Local authorities should licence Airbnb style properties and be willing to make a charge for doing so, and then ban letting out unlicenced premises.
Or define them as 2nd homes and impose 200+% Council Tax on all 2nd homes.

The thing about the tourist taxes I've paid in France is that they are small enough that no-one complains, and if anything there's a bit of a chortle about "Oh there's 1.27€ to pay, sorry!" as you get a few coins out of your pocket. So I think that DB is quite right about their magnitude.

My one this year was €200 in cash on arrival at the hotel.
€5 per person per night for a family of 4.
That is quite a chunky number.
