The general consensus is that it won't happen, with one dude reckoning that it has already been clarified as only applying to scooters but have not seen the source.

Is he open to offers do you think? I'll have a turbine in my garden for free energy. I can finally sever my cable to my neighbours shed sockets that i have been using to power my house for years. Free energy exists. You just have to find it...
