I don't think so. In order for a group to form the majority, they would need to be >50% of the whole. In iccowden's example, every group is a minority. In parliament, if a party doesn't have over 50% of seats, they can only form a minority government.You are of course right...

I'm not sure that the UK parliamentary system is the best example to use if you want to demonstrate a definitive and immutable definition of the word 'majority'.I don't think so.
