Need is a strong word. But I don't know, it's probably arguable as the gate looks like it's been there for ages so there'll be an element of custom and practice or whatever the local planning equivalent is called. The council might decide it's easier to just move the sign rather than have a protracted dispute.

I sincerely doubt that gate ever gets used for anything. I would bet it's left over from when the property had a different use. But it is inward opening.
