The lie here depends on that word ''contingent''. Trans rights were established. Successive governments failed to provide the resources to make the legally established system work. So the elastic stretched and then yielded. Bigots have used that as an excuse to build a well-resourced campaign against trans people. A campaign largely built on every kind of deception.

Then those campaign groups were picked up by politicians who saw the opportunity to exploit that bigotry for their own political gains.
