Women aren't a hormone level so it isn't of relevance that some of them - who have a medical condition - produce higher than normal levels of testosterone. A man with lowered testosterone is not a woman; a woman with high testosterone is not a man.

There is no overlap between male and female levels of testosterone in healthy individuals.
