The claim in the post that I replied to was that we did not count how many left.
Some years ago I did some work with the ONS. The ONS has been carrying out large surveys of international passengers, both in and out, for many years. From their website:
“1.Introduction
The International Passenger Survey (IPS) collects information about passengers entering and leaving the UK, and has been running continuously since 1961. The IPS conducts between 700,000 and 800,000 interviews a year, of which over 250,000 are used to produce estimates of overseas travel and tourism. The study results are used by various government departments, including the Office for National Statistics (ONS), the Department for Transport, the Home Office, HM Revenue and Customs, VisitBritain and the national and regional Tourist Boards.”This is as good as you are going to get in a free country where people are not required to report all their movements to the authorities.
As I said earlier a mixture of surveys and estimates, which is not quite the same as not knowing the numbers.
