To do anything other than he is might mean leaving the fence (or at least finding a different fence). He's too scared of losing some votes. I think that's why he can't call out genocide, his reason is that it might upset some communities whereas the public perception is "why can't he see the blindingly obvious, as per UN, etc., etc.".
He is actually a terrible manager, just look at his time in CPS where the staff in effect turned against him/lost confidence in him/considered CPS badly managed (and that was a very highly very motivated staff).
I'm not sure that is correct.
Morale at the CPS under him fell mainly because they lost 25% of the workforce owing to government cuts.
Starmer did little to upset or otherwise the staff in his time in charge. In fact he did little to change anything at the CPS during his 5 years in charge
