Here's a proper link you can watch in high definition. It's clearly a tissue and the other item is clearly not a spoon. It looks like a bit of paper. It's also clear that they have to pose for a photo, so they clear the rubbish. The clip also shows the meeting between Merz and Macron before Starmer joins at which point the tissue, the second glass and the bit of rubbish are not present. The most likely scenario is that the aide who poured the second glass of water spilt a bit (they are on a train), and the tissue has been used to wipe up.Macron looked absolutely embarrassed, shifty as foook.
