It is beginning to appear that planning for staff training, career progression and remuneration are done exclusively by Government and Union(s), in the NHS, what do the senior management in the NHS actually do?, other than promise “lessons will be learned” when things go wrong?
NHS senior management probably waiting for their redundancy notices as Sterring's restructure in chaos as Treasury won't provide the funds for the redundancy payments. From Sept last year

Labour’s NHS job cuts plan in chaos amid row over £1bn costs

Labour’s radical reorganisation of the NHS has descended into chaos, a union has said, as a huge programme of job cuts has been halted amid a row over who will foot the £1bn bill.

The NHS’s 42 integrated care boards (ICBs) in England were due to make up to 12,500 of their 25,000 staff redundant by the end of the year as a result of health service cost-cutting.

But growing numbers of ICBs have had to pause their plans to reduce their workforce because they cannot afford to cover the costs involved, which are as high as £42m each.

Stuart Hoddinott, an NHS expert at the Institute for Government thinktank, said he could see why the health secretary became so frustrated with a body that often duplicated the functions of his own Department of Health and Social Care (DHSC) and limited his power to order changes.

But he said the abolition of NHS England “was an incredibly hasty decision that seems to have been made with little consideration of the wide-ranging impacts. It is creating a lot of turmoil”.

There is the human, and financial cost through redundancies, of halving the staff who work for the DHSC, NHS England and its 42 regional integrated care boards. But, Hoddinott added, there was also a risk for Streeting that staff and organisations left dispirited, disengaged and possibly jobless by the “chaotic” restructuring would be too distracted by all that to help deliver his priorities.

Seems that Mahmood hasn't had her wings clipped at all... either that, or she's doing as much damage as she can before getting sacked and buggering off to Reform.
