The Kremlin are getting a bit ballsy, they've told Putin the Ukraine war is not sustainable and the country could be in deep trouble financially.
Lots of sources for it, google away.

Couldn't he (Putin) just adopt Modern Monetary Theory, print whatever money he needs and fund the necessary weapons etc?

I imagine he could do lots of things, but Kremlin officials are speaking out, not very long ago they'd be out the top window for this. Things are changing. Maybe we should have a new thread on the likely implosion of Russia (again!), I'd put £50 on it anyway.

But that causes inflation.

He's trying to bring in a law that converts any savings above (IIRC) £20k into govt. bonds without any choice. That's why an awful lot of cash has been withdrawn recently and this will affect the banking system.

The ICC put out a warrant for Putin's arrest on charges in 2023.
Wasn't that for (allegedly) abducting Ukrainian children rather than attacking civilian targets.

I wonder if it might encourage more countries to impose tougher sanctions were ICC to add charges.

Assuming my memory of the 2023 charges is not incomplete.

And who is going to accept his devalued and unstable currency in exchange for weapons or raw materials?
Nobody.

The more his economy crashes, the more he has to fall back on valuable raw resources such as oil. Which is why Ukraine is stopping his oil and gas production. China takes the majority of Russian exports, but they are rapidly building renewable infrastructure to cut ties with the Kremlin. Other countries are trying to do the same - albeit more slowly.
