They started recording small boat crossing figures in 2018. It was negligible and not considered an issue before that.

Not really a valid question as the people smuggling route used to be on lorries. With lorries we have less idea about migrant vs refugee or even of numbers as many probably went undetected by authorities.
With the small boat crossings we are far more aware of numbers and reasons (migration vs asylum).
