The boats are facing downwards, so the lock would be emptying and the boats going down.

That's not an answer to either question.

Most obvious answers are they tethered the front of the boats in the lock

or

they weren't paying attention to the movement of the boats whilst the water was going down and got hooked up on the lock gate.

My bet is tethered. Seen a whole side of a boat ripped off because someone tethered their boat in a lock
