I think the cerebral palsy suggestion were just rumours played out on social media, there is no evidence he has this, plus it usually develops at birth and would likely have been very recognisable throughout his life as it is not generally a progressive condition.

It could be Parkinson's or another neurological condition though.

Make the individual pay for the property damage and comprensation for the human distress caused. If necessary in instalments over many years, if assets owned seize those assets, and if not paid-off in lifetime claim from any estate.

That'll be the Toby Young who attacked Jason Arday for alleged positive discrimination, who only got into Oxford because his Baronet father put in a good word after disappointing A Level results. That one.
