Many countries and people contribute funding. USAid presumably because the US owes Afghanistan.

By helping people it reduces the risk of terror attacks from people who may not feel that favourable towards the USA
It's also a good thing to do. Moral and all that.

It's more likely that most of this money is going on terrorist factions under the guise of relief.
