I think I may be right in saying that dogs are even more dangerous than cyclists, based on annual fatalities
Much more dangerous. But I agree that all cyclists should be muzzled.
Just so I understand: The law now states that XL Bullies must be muzzled when in public. And you're not allowed to breed with them or buy/sell them. And you're not allowed to own one unless you have an exemption certificate? So how does one get an exemption, and what are the grounds for exemption? The only thing I can think of is "the dog is my support mechanism, I want to keep him".
I wonder what the background story to that was.

Speaking to my daughter the other day, the anticipated dumping of dogs which hadn't been neutered, has arrived at the vet practice where she works.
On Sunday, one owner, having failed miserably to provide to my daughter a false name and address, simply walked out with the XL bully, tied it a lampost outside the practice and then drove off. (All captured on internal and external CCTV cameras.).
Then at 4:30pm, Merseyside police rang to say they were bringing round 8 XL bullies, all of which had been dumped, for them to be destroyed.
