You forget, Cameron, spent over £60 million sending every household a glossy brochure on the benefits of being in the EU. Every retired politician, film actor, rock and pop star they could find to help prop up their position. Even president of the USA.
Yet they never said what the real benefits were of staying in the EU, they just battered the thick people of the north with negativity of their own beliefs.
And after all that, people still didn't want to stay.
The cost is as irrelevant as your point. It is a legal requirement that in the case of a referendum, a letter of explanation must be sent to every household. I have no reason to defend Cameron.
What would be relevant and welcome is criticism of the content of the letter.

While everybody knew who was running the two Leave campaigns, few could name the man running the one Remain campaign. I bet you can't either without searching for the answer - because whatever he or she had to say would be of no interest to you.
The allegations that Brexit voters had low educational achievement was not the allegation before the 'neverenddumb', it came later when the survey results revealed it.
