Would I be correct to think that the big cities were too big to be allowed to totally collapse, but smaller places around the country didn't have the muscle or megaphone to fight back?
I have no idea if there was “official policy”, but, places like Sunderland did suffer badly and I think, given enough time they would have all but disappeared. In the case of Sunderland, the Nissan Plant probably delayed, if not stopped the decline.
