Yes. if the excuses are that shoot, then there is nothing in it. Apparently they have an email confirmation from the agent that they (the agent) has agreed to make the application for the licence on their behalf. Thereafter the question arises whether they should have later expected to receive an invoice or request for payment unless the amount was prepaid. If prepaid, then that along with the email confirmation, shows that either one of the Reeves was over the detail to that extent, but not still not to the extent required by law to check that the correct licence was granted.
