I think he's being held hostage by Glasman, which would help explain his reticence on the EU (Glasman is a Brexiter) and his reflexive attitude to all matters to do with Israel.
The more I read about Glasman, the more I think "WTF?" His apparent embrace of Trumpism is just extraordinary.
