He'd had signed up for another multi year term, then found out the his home guard were being called up to Iraq shortly after. He promptly resigned after being head of home guard in Minnosata for more than 20 years.
His replacement was posted to Iraq for two years

To be accurate, he is being accused by Vance, Trump's running mate (who has also called Trump a cynical a-hole, a terrible candidate, noxious, America's Hitler but has now conveniently and sycophantically changed his mind), whom Waltz has recently called weird.
Trump's camp have previous in this tactic with their baseless attacks on military veterans such as Senator McCain, and before that on John Kerry, which do not go down with other military veterans.
The Trump/Vance approach seems, like yours, to consist of digging up mud, no matter how little it is based on fact, and chucking it around a lot hoping some of it sticks.

Some might say that being 'head of' anything for 20 years is probably a sign you should move on.
Anyhow, the National Guard is supposed to be part-time home defence v the Army Reserve which is part-time active duty liable for call up to boost numbers in theatre. There's obviously nothing stopping anyone in the former from volunteering, but you can't really gripe about people fulfilling the role they signed up for.

The Stolen Valour thing is a bit dodgy
especially if you consider trump's wonderful military service record
but he did service - just left before being sent to Iraq. Someone in the same area as him commented that he was getting pretty old for active service at that point anyway.
But as it was the Nation Guard it was voluntary anyway - at least he did it
and they have not come up with any claims that he did claims valour he didn;t do
certainly no wearing of medals he didn;t get awarded - which is what it is supposed to mean
