Because it's about Eurovision. Not Europe. Anyone who is a member of the EBU can participate - so that includes Israel ,Morocco, Azerbajan etc. Australia was a bit of an exception as they are such massive fans they joined for reasons of ££££.

He's actually touring this year! Last time I saw him was back in 2003 and he wasn't sounding great then, so I can't imagine things will have improved...
