Can the (Met) police ever change?

I guess that would be a different issue.

Re police matters though, it's long been a problem that complaints against the police (not just the Met) are usually investigated by another police force. They may be a different force but can they ever be genuinely impartial? There's a huge issue for me of lack of transparency in many public investigations and reviews, not just the police, where those investigating are not impartial and already have links to one particular side.

It's glorious outside, but I'm wearing four layers with a hoodie on top and a Buff. Cos I'm at work and the building is always freezing. But luckily I can pop out at lunchtime without being arrested, cos I'm white.

Latest scandal for the Met is a video showing a uniformed PCSO jacking off on a park bench in broad daylight.

Met say they've arrested a member of staff:

A serving Police Community Support Officer (PCSO) has been arrested on suspicion of outraging public decency.
The arrest relates to a video which was circulated online and came to the attention of police just before 23:30hrs on Wednesday, 30 March.
The PCSO, who is attached to the Met’s Roads and Transport Policing Command, remains in custody.
Commander Kyle Gordon, who is in charge of the Met’s Roads and Transport Policing Command, said: “I know that everyone will be absolutely shocked by this video. I am absolutely horrified and saddened by incidents such as this, as are all decent officers and staff. They are contrary to everything we stand for.
"I would like to reassure everyone that we are working as fast as we possibly can to identify the full circumstances of what took place.
"As soon as we became aware of the video just before midnight we acted immediately. Officers worked throughout the night and a serving member of police staff was arrested in the early hours of this morning and taken into custody.
"As a criminal investigation is now under way we are limited in what further details we can discuss. However, we will keep the public updated at significant stages of the inquiry."
 
Good that he was arrested within hours. It took 2 weeks to track down Wayne Cousins when he exposed himself to the servers in the drive thru at McDonald's so let's hope this shows the Met are taking these 'minor' offences more seriously, whether they are committed by police officers or ordinary members of the public.

Made easier by the video showing his shoulder number and face clearly. I don't know if there was any video evidence to speed up the capture of Couzens.

I don't know and, as you point out, that's a presumption.

This latest one was particularly easy for the Met, if you've seen the video. I'm not linking it here as I doubt Shaun would appreciate it.
 
As I understand it, the incident took place 3 days before the death of Sarah Everade and the police took away the cctv evidence (which would show his numberplate). Even if there was no direct footage of him exposing himself, just the fact that the car belonged to a police officer should have been enough to warrant investigation. I think it's more likely that an indecent of indecent exposure wasn't treated as important, even though people often find them very distressing, and even though it's well known that serial offenders often start with such offences and escalate to more serious ones.

I think there's a lot that can be done in the police and public services to prevent appointing unsuitable candidates in the first place, but as Mudsticks says, overcoming the 'sticking together' culture that allowed Wayne Cousins to operate without being reported is more difficult.
