You've got it backwards. I don't want to go into a confined space where people are not wearing masks. So removing the requirement excludes me from that space. Which spaces exactly are you referring to?If you're not wearing a mask then you are excluding vulnerable people from sharing the space you're in.

I have edited my original post, clearly, whilst you were replying, (my apologies) to make the point that mask wearing, even when supposedly compulsory, we never had 100% compliance (in my experience), either because some people refused to comply, or, because some people claimed they were exempt.
