There are 195 people in a room. 9 of them, when you approach and say hello, will punch you in the face.
It is therefore safer to approach the 186 people who won't punch you in the face because they have not developed that technology. The people who can punch you in the face are not safer because they can punch you in the face. They just have the ability to punch people in the face. They might feel safer because they can punch you in the face, but everyone would be safer if no-one could punch anyone in the face.
Thus we can derive that 186 countries do not have punch-you-in-the-face technology because it is safer not to - particularly if you are friends with the 9 countries that keep threatening to punch people in the face.
