Pontevedra is a great example of what is possible when there's a will. The transformation in the last 25 years has been remarkable

Pontevedra is a relatively small town, same size as Worcester, I would say, which had been in decline for a while. The process started in 1999, and it is still ongoing. It had a lot of opposition from the usual suspects, but it changed the direction of the town, and the objectors became quieter as the benefits of the changes became more visible.
