I’m the last person to defend Braverman, but I’m not sure this is a major crime.
She hasn’t sought to avoid any penalty she just asked if it was possible to take the course in private, and when that wasn’t an option she took the points instead.
I can see why she may feel it better to take a private session and I can also see why there can’t be exceptions for different people.
This is so petty that it gives the Tory party more evidence to their claim that some sections of the civil service are deliberately working against them.

I was about to post something similar in relation to the practical issues of how a prominent person, politician or otherwise, might be accommodated on a Speed Awareness Course. At that stage I'd not appreciated that Braverman's attempt failed and that, in the end she paid the Fixed Penalty and took the points. That is clearly an option that solves the problem but should one be denied the advantage in terms not only of points but actual learning because you're in the public eye?

If she asked her staff to do something like what is suggested and the simply said 'No Minister' that's not doable then, even in my mind as somebody who'd happily see her warming the back benches, would see no offence. OTOH if she got difficult, for example threatening people with disciplinary action or humiliating them in the style of Raab, then a report to the Cabinet Office ethics people is entirely appropriate.

I have to agree that this MAY be a non event

I can see 2 options

from what I have seen it looks - at first sight - that she asked if there was an option to have it done privately for people in the public eye - like any major politician - then was told there was no such option so went for the points instead

However - the other option is that she asked and tried to get them to create one just for her - which is a kettle of a whole different fish

and being the Tories - and being her - I can believe either

but what I have seen so far suggests and innocent question

we have to remember that even the Tories can do innocent things sometimes!
