Interesting, as we can never know. Unless there is an unknown tribe somewhere, all societies have evolved worshipping some deity or another, be it God, Allah, the Sun, Prince Phillip or a goat headed beaver.

So therefore all our sense of right and wrong has been at some point influenced by the fact that a society has worshipped a 'higher power'. You are not born with an innate sense of right and wrong, with no instruction by someone or other you would have no concept of it.

What about chimps? Or does the chimp bible instruct them on how to behave?

Er, not quite. Not all religions have deities; not all deities have been/are moralistic. And given that all animals live by community rules of some kind, without – as far as we know – any gods, a sense of right & wrong would seem to be more of an evolutionary tool for survival than something imposed 'from above'.

Religion does not invent itself. It is designed by different societies, or parts of those societies, to set the rules or morals that they want the rest of society to adhere to.
I believe individuals can have innate moral values but religion tries to define and codify those values, too often as a form of power or influence.

Because there is no statute on the statute books in the UK which makes taking drugs illegal. Statutes refer only to supply and possession.

Can you not get the word statute in a sentence any more times?

Or just for money and kicks. Hence L Ron Hubbard's invention of Scientology and his famous quote:

“You don't get rich writing science fiction. If you want to get rich, you start a religion.”

He got rich and indulged his many unsavoury passions.

Sorry but there is; it’s S9 of the Misuse of Drugs Act 1971, which addresses smoking or otherwise using opium:

Prohibition of certain activities etc. relating to opium.
Subject to section 28 of this Act, it is an offence for a person—
(a) to smoke or otherwise use prepared opium; or
(b) to frequent a place used for the purpose of opium smoking; or
(c) to have in his possession—
(i) any pipes or other utensils made or adapted for use in connection with the smoking of opium, being pipes or utensils which have been used by him or with his knowledge and permission in that connection or which he intends to use or permit others to use in that connection; or
(ii) any utensils which have been used by him or with his knowledge and permission in connection with the preparation of opium for smoking.
