Well Paul Sinha is for a start. But that's not the point of a cryptic crossword clue. The point is to make a fun puzzle, the starting point of which is a phrase. Scandal is just an anagram indicator. Anagram indicators are usually words that have an action associated however loosely.So who's gay and why is it a scandal? Has Boris been outed as an omnicheat?
Don't try to read anything into it other than - it's a puzzle to be solved. There is no greater depth.
Sometimes they can be straightforward - e.g. "Seat from where many a politician's speech originates (8)
Sometimes they are more convoluted e.g. Crass ex-pm, ball trapped, needs hospital (7)
Or terrible puns e.g. South African facilities for captive animals, might you say? (4)
The most common are anagrams though e.g. Butt, bust operated (4)
