So who's gay and why is it a scandal? Has Boris been outed as an omnicheat?
Well Paul Sinha is for a start. But that's not the point of a cryptic crossword clue. The point is to make a fun puzzle, the starting point of which is a phrase. Scandal is just an anagram indicator. Anagram indicators are usually words that have an action associated however loosely.

Don't try to read anything into it other than - it's a puzzle to be solved. There is no greater depth.

Sometimes they can be straightforward - e.g. "Seat from where many a politician's speech originates (8)
Sometimes they are more convoluted e.g. Crass ex-pm, ball trapped, needs hospital (7)
Or terrible puns e.g. South African facilities for captive animals, might you say? (4)
The most common are anagrams though e.g. Butt, bust operated (4)

#tooqueerkeir was trending on Twitter last week and there were also suggestions that the Ali flat was actually in use because his wife and kids had moved out due to KS having an affair. I think if there was anything in it it would have been in the Mail or Private Eye by now, superinjunction or not. Anyway, that's what the cryptic clue is about, those rumours and Sue Gray leaving due to conflict about how things should be dealt with.

She's got her pub running career to fall back on if Parks and Recreation doesn't pan out.

As an addendum, they are often easier to make than to solve...

Protest group grinds a billion reticent oxen ? (10,9)

That seems like incredibly desperate click-baiting. This is Keir Starmer not Matt Hancock.
